My evinrude 4hp has no power?

it runs fine the prop moves and has no digs but when put on my dingy it pushes the boat up the front of the boat goes up but it dosent push the boat along also it seems like bubbles are comming from the prop the engine runs fine have i got the wrong prop on what can be causing this pls help
