What do you think of someone who wont take an apology?

Ex: you step on someones foot, so you apologies. Instead of taking your apology they remain mad at you, despite it clearly being an accident. I personally find this behavior ridiculously immature. In fact it almost disgusts me. You have every right to say Your foot hurts but when it was clearly done unintentionally do you have a right to refuse their apologies?
