How to whiten polyester uniform?

My husband has to wear white polyester uniform shirts to work. They are starting to become dingy and grey. I have tried soaking them with bleach, with vinegar, with ammonia, nothing helps The shirts have patches on them so I need something that won't damage the color on the patches, but will make his shirts white again. Any suggestions?
